• 1994: Ontario set a three-month wait for newcomers to access provincial healthcare. • March 2020: The wait was paused during Covid-19, giving newcomers immediate care. • We used the 3i + E framework to analyze its 1994 enactment and 2020 suspension. • Findings show fiscal, institutional, and moral logics shaped the policy. • Covid-19 shifted political will, disrupted policy inertia and enabled inclusivity.
