• A two-layer electrostatic film actuator is proposed, enabling a reduced effective electrode pitch under standard fabrication constraints and significantly enhancing force density. • The actuator achieves a force density of 241 N/m 2 in air, representing a 90.5% improvement over conventional three-phase single-layer designs. • An integrated electrostatic adhesion brake is realized within the same structure, enabling load retention and dual-mode operation demonstrated in robotic arms and grippers.
