To address the critical challenges of nonuniform resource sensing and high dynamism within terminal-side computing power networks, this paper proposes a novel and efficient hierarchical resource scheduling mechanism. Firstly, architect a collaborative network architecture integrating a terminal layer and a cloud layer. Subsequently, a multi-dimensional model for computing power sensing and standardized measurement is established. Furthermore, investigate a hierarchical scheduling mechanism based on federated learning, which facilitates the effective management and intelligent scheduling of heterogeneous, dynamic resources. Experimental results demonstrate that this mechanism significantly reduces service latency in near-field computing, terminal-cloud collaboration, and ubiquitous computing scenarios.
