● Proposes CGQPSO, an enhanced consensus-guided homotopy-inspired QPSO variant. ● An ISODATA-based consensus framework replaces global guidance with local guides. ● A consensus-triggered local refinement mechanism improves solution accuracy. ● Homotopy-inspired guidance and bidirectional quantum sampling boost diversity. ● CGQPSO outperforms nine algorithms on about 80 % of CEC 2017 functions.
