Arterial coordination control is an effective measure to improve traffic operations on urban arterial roads. To enhance the efficiency of arterial coordination control, this paper considers five factors that influence the green start time difference: vehicle delays at upstream intersections, changes in vehicle speed, distance between adjacent intersections, the number of queued vehicles at downstream intersections, and the dissipation patterns of queued vehicles. By analyzing the impact of each factor on the green start time difference, an adaptive and optimized green start time difference function is established. By integrating real-time traffic flow characteristics with dynamic green start time, this study employs Webster’s signal timing algorithm to develop an adaptive arterial coordination control optimization scheme for multi-period scenarios. Using MATLAB for secondary development of the VISSIM simulation platform, simulation experiments are conducted on the optimized timing scheme. To demonstrate the validity of the model, this paper selects average queue length and average vehicle delay as evaluation indicators during the simulation assessment. The evaluation results show that: whether it is each intersection or each artery, the indicators of the dynamic optimized scheme are better than those of the status quo scheme. The functions established in this paper are more adaptable to the real-time traffic flow changes on urban roads and can optimize the control effect of arterial coordination.
