Rapid advances in cloud and digital technologies public sector organizations face increasing pressure to manage knowledge more effectively while remaining agile, secure, and cost-efficient. This qualitative systematic review synthesizes evidence from 46 peer-reviewed studies published between 2019 and 2025, and identified through PRISMA 2020 protocols sourced from across Scopus, ScienceDirect, and SAGE Journals. The review examines how cloud computing supports Knowledge Management in public sector context, and addresses a gap in the literature regarding the role of cloud technologies in government knowledge management processes. The analysis reveals that cloud computing significantly enhances the four core knowledge management processes, of knowledge acquisition, creation, sharing, and utilization, through capabilities such as real-time data accessibility, scalable infrastructure, secure storage environments, and integrated communication platforms. These capabilities improve information flow, operational efficiency, inter-agency collaboration, and cybersecurity. However challenges remain related to governance, system interoperability, and user readiness. This review advances theoretical understanding of cloud-enabled knowledge management in public administration and offers practical insights for policymakers, IT leaders, and researchers. By strengthening knowledge accessibility, and digital collaboration, cloud-enabled knowledge management contributes to Sustainable Development Goal 8 by promoting more productive, innovative, and resilient public sector organizations.
