• A harmonized techno-economic and land-use framework compares PC and PV–EC. • PV–EC generally has lower LCOH, while PC is lower in the US and Japan. • PC shows higher areal H2 productivity under baseline land-use assumptions. • 15% STH efficiency and 5-year catalyst lifetime define PC competitiveness targets. • Thermal vulnerability index reveals limits of DNI-only PC siting.
