• The focus of the paper is a city’s 15-year transformation journey wherein peripheral agents deployed Information Technology (IT) to initiate, promote and actualize digital transformation of a resisting organization encumbered with political inertia. • In terms of research method, we draw on a rich data corpus collected from multiple data sources (interviews, archival data, system documentation) to identify and analyze the twists and turns of change events that unfolded during the transformation. • We synthesize and theorize the observed transformation process as a form of outflanking − a process initiating and expanding peripheral IT use in disguise which results in a gradual, and undetected shift in the organization’s power bases later mandating and enabling a change in the organization’s modus operandi.
