This paper discusses China's changing tourism policy and strategies and their implications for the development of an education and training infrastructure. It argues that human capital has received inadequate attention during the transition from a centrally planned to a market-oriented economy. The provision of education and training has concentrated primarily on the preparation of hospitality personnel for large enterprises to the relative neglect of the requirements of smaller operators and the stimulation of indigenous entrepreneurship. Furthermore, when human resources development has been considered, it has often had strong ideological underpinnings, and the goal has been to meet international standards which are often at odds with the requirements of a burgeoning domestic market.
