Impact of Medicaid Waivers on Medication for Opioid Use Disorders in Residential Facilities: Evidence from Twenty-five States

• Despite widespread adoption of Section 1115 Medicaid waivers, little is known about their impact on the use of medication for opioid use disorder (MOUD). • We assessed the impact of waiver adoption on MOUD use by estimating cohort-specific effects among four groups of states that adopted waivers between 2016 and 2019. • MOUD use was low, especially in residential settings, but increased over time nationally from 5% in 2014 to 18% in 2019. • States that adopted an IMD waiver early (2016) experienced higher odds of MOUD use in residential settings relative to the comparison group, but results were mixed for later cohorts. • Waiver adoption did not appear to impact MOUD use in non-residential settings.
