• The co-modified CoIIIcorroles with HS-PEG-OH on gold electrodes that creating the ordered co-SAMs for enhanced HER. • HS-PEG-OH constructs interfacial proton transport pathways while spatially dispersing Co active sites. • Optimal 1a+HS-PEG-OH (1:0.5) co-SAM achieves industrial-level current density at E = -0.43 V with 95.26% FE. • Co-SAMs exhibit excellent catalytic stability with < 4.0% Cdl decay and < 1.5° contact angle variation after 1000 CV cycles.
