• Synergistic effects were observed in surfactant and fluoroquinolones mixtures. • EC50 of the binary mixtures varied between 6.70 × 10−5 mol/L and 2.00 × 10−4 mol/L. • PNECs of mixtures ranged from 247.85 to 325.23 μg/L. • Mixing ratios exert non-negligible effects on the ecological risk assessments results.
