• Revealed synergistic sisal/steel fiber mechanism for multi-scale crack control. • 0.5% sisal and 1.0% steel fiber is the optimal hybrid ratio for FRGPC. • Acoustic emission identified six distinct damage sources in FRGPC. • A modified constitutive model accurately predicts the stress-strain behavior.
