The essential role of the phasor measurement unit (PMU) network is to keep power grid observable to system operators in normal and component failure conditions. In this article, an observability-aware PMU networking framework is proposed for enabling fast and resilient data transfer from the PMUs to phasor data concentrators (PDCs) to support real-time power grid monitoring needs. The proposed algorithm analyzes the interdependent roles of PMUs in observing buses determined by the power grid topology and integrate them into a resilient data routing scheme over the communication network topology. By exploiting the multi-domain information, the proposed routing framework minimizes the end-to-end delay in the network while keeping the observability of power grid resilient against user-defined PMU and communication failure scenarios. Simulation results validate the proposed algorithm's superiority over general resilient routing algorithms that are agnostic to the domain knowledge of power grid observability.
