• A minimum-cost network flow model measures traffic hysteresis under oscillatory traffic conditions. • New equality constraints strengthen the formulation, with feasibility conditions proved. • The framework applies to arbitrary vehicle platoon trajectories in the space-time domain. • Tests on AV, OpenACC, and NGSIM data show lower within-region speed variation than benchmarks.
