• Forest and watershed management, land use change reduction are key factors in flood reduction. • Flooded residents’ attitudes toward forest services are consistent with their Willingness to Pay (WTP). • Flood-affected residents prefer long-term cash payments for forest conservation in Payment for Ecosystem Services (PES). • Socioeconomic variables of flood-affected residents have different effects on the Willingness to Pay.
