• Scotland's placemaking policy emphasises the holistic environmental, economic, and social impacts of 'design value'. • The Scottish Government has adopted the most embedded approach to placemaking through planning among the UK’s four nations. • Four case studies of private housing development demonstrate a series of stubborn barriers to implementation. • National policy innovation has not been fully matched by planning and development practice locally. • Rethinking the roles and responsibilities of placemaking actors is required to prioritise a culture of placemaking practice.
