• Ru nanoparticles were uniformly embedded into MoC-Mo2C heterostructure polyhedral porous NC matrix (MoC-Mo2C@NC). • The MoC-Mo2C heterostructure matrix regulated the electronic metal-support interaction (EMSI) of the catalyst. • DFT calculations revealed that the reinforced EMSI optimized water dissociation and hydrogen adsorption free energy. • DFT calculations also demonstrated that the reinforced EMSI facilitated the reverse hydrogen spillover effect. • Ru/MoC-Mo2C@NC exhibited remarkably boosted intrinsic catalytic activity and ruthenium utilization efficiency in alkaline HER.
