Sasikumar Sundaram's Rhetorical powers is a book about non-western agency in a context of international, post-colonial hierarchy. The book starts with a postcolonial critique of anarchical conceptions of the international, foregrounding western colonial power as the core ordering tool of the current international system. Accordingly, the book rests on a postcolonial perspective that ‘suggests that the international, racial, gender, military and economic (capitalist) hierarchies are structured over a long time and … are sticky and multifaceted’ (p. 40).
