Risk-optimal sampling for reliability-based design

Routine reliance on minimal numbers of test results (sample size) in material parameter determinations for geotechnical design is often cited as a primary culprit in failures during and after construction. A decision analysis framework which explicitly accounts for sample size is developed using predictive reliability indices. The theory describes a relation between the optimal sample size, the conditional reliability index (generally used as target beta value), and the expected damages in case of failure. Based on the derived theory, potential modifications to standardised design specifications are suggested that would encourage better sampling practices, either through determining an optimal sample size, or by using sample size-dependent partial factors.
