• Safety clutter is waste within safety effort, not safety effort as a whole. • Clutter is an attribute of implementation, not a category of activity. • A taxonomy of two forms, four families, and ten types is developed. • Boundary cues let practitioners diagnose clutter consistently in practice. • Decluttering protects capacity for the safety work that prevents SIFs.
