• A BPM-assisted system enables efficient urea oxidation in neutral electrolyte. • Local alkaline microenvironment is created without bulk pH elevation. • 10%NiCo2O4/AC achieves 91.3% urea removal at 40 mA cm−2. • Selective nitrogen conversion to N2 reaches 93.2% with minimal NOx−.
