In this letter, we study the localization of a mobile ground-user via received-signal-strength, where N unmanned-aerial-vehicles (UAVs) are deployed as anchors. Due to the movements of anchors and user, the path-loss exponent is time-varying and has to be estimated properly following the cancellation of the shadowing effect. A problem is formulated to estimate the time-varying path-loss exponent and the distance between each anchor and user, however it is non-convex. In order to obtain accurate estimations, we propose to break the problem into two sub-tasks. A filter is first designed by least-mean-square method. Then, a Newton-gradient algorithm is proposed to iteratively find the estimations of the path-loss exponent and the distance. The effectiveness of the proposed method is verified by numerical simulations.
