Based on existing shear stress partitioning models for surfaces covered by single-type roughness elements (either gravel or plant), we established a theoretical model for shear stress partitioning on surfaces covered by a mixture of two types of roughness elements: gravel and plants. The model incorporates four functions closely related to the lateral cover of roughness elements, which were determined through numerical simulations. The results demonstrate strong agreement between the theoretically derived shear stress partitioning model for surfaces covered by a mixture of gravel and plants and wind tunnel experimental measurements. As an extension of classical shear stress partitioning theory, our model represents a significant advance in understanding the mechanisms that control the shear stress distribution for surfaces covered by multiple types of roughness elements.
