• Roadside PM2.5 levels in Seoul increased significantly (22%) in 2024, while PM10 remained stable. • A pronounced 33% rise in median PM2.5 occurred during evening commutes due to recovered traffic and boundary layer stability. • Structural ratio transition: The PM2.5/ PM10 ratio baseline shifted upward, consistently exceeding 0.50 during high-vulnerability peak hours. • Decoupling of traffic and PM: Weakened correlations suggest that urban congestion and street canyon vortices now govern the "new normal" air quality.
