• 2D PtTe is a stable support for transition-metal single-atom cathode catalysts. • Single-atom site identity regulates Li2CO3/Li2C2O4 pathway bifurcation. • Ru-PtTe and Os-PtTe favor Li2CO3 and Li2C2O4 formation, respectively. • Explicit DMSO solvation stabilizes Li-containing intermediates on Os-PtTe. • Discharge-product bifurcation guides low-polarization Li-CO2 battery design.
