Impulse saturation response has been proven to be an important phenomenon that cannot be ignored for long- duration pressure pulse loaded structures. The previous works have carried out systematic research on beam, square plate and rectangular plate that are not sensitive to strain rate, and proposed the calculation formulae of saturated impulse and deflection. However, in general, many engineering materials have strain-rate sensitivity. Under high-speed impact loading, the yield stress of the metal structure usually increases with the increase of deformation rate, which leads to the improvement of bearing capacity and the reduction of plastic deformation. While, if the theoretical analysis considers the strain rate sensitivity, the analytical process will be more complex since the strain rate changes with the deformation and velocity. In this work, based on the Membrane Factor Method (MFM), the effect of strain rate sensitivity on impulse saturation response is analyzed by examining the transient response phase and yield locus. In terms of strain rate, this is defined by an average value over the area of the structure and also over a duration of time, since the deformation rate is non-uniformly distributed and not completely constant with respect to time. Differences arising from various approximation methods are analyzed, and the closed-form expressions of the average equivalent strain are then proposed. The results are compared with elastic-plastic FEM simulations, which incorporate rate sensitivity for simply supported and fully clamped rectangular plates. This shows that the effects of strain rate can be captured using a strengthening factor to modify the expressions for saturated deflection derived without considering rate sensitivity; this yields a simple approach that provides good predictions.
