• Greater female political representation is linked to lower per capita CO2 emissions. • A 1 % rise in women's parliamentary representation reduces CO2 by up to 3 percent. • Emission reductions arise mainly through renewable energy and green finance. • Strong governance amplifies both direct and indirect climate effects of inclusion. • Gender-inclusive institutions can support a scalable global energy transition.
