In a systematic review, citation searching usually plays a supporting role rather than the main one. It shouldn't take the place of a properly designed database search when your goal is to track down every eligible study out there.
The TARCiS statement generally suggests using every study that made it through full-text screening as your seed references. Just make sure to deduplicate the results before moving on to screening.
If a round of citation searching turns up another eligible study, it's worth considering another round after that. Along the way, researchers should keep track of:

The catch? It tends to favor well-known papers, so newer or less-cited work can slip through. And a weak seed paper rarely leads anywhere good. Pair it with keyword searching and careful evaluation.
