• A design-operation coordinated parameter decision-making framework is proposed; • The influence mechanism of design parameters on the full operating characteristics is revealed; • Twenty-three indicators representing safety, stability and economy are defined; • Implementing this framework in an actual case improves 70% of the indicators; • This framework provides a new perspective on the design and operation of pumped storage.
