• A dual-time-scale softening constitutive model is developed for frozen coarse-grained soils. • Fast crack-driven softening and slow frictional sliding are represented by parallel relaxation branches with distinct rates and weights. • Three-phase homogenization links sand–gravel–ice load sharing to strain-dependent pre-peak stiffness evolution. • A binary-medium localization scheme uses evolving fracture ratio and strain concentration to update the post-peak tangent modulus. • A projected Adam inversion with multiple restarts provides stable calibration within physically admissible bounds.
