Enhancing situational awareness is critical for ship navigational safety. Most existing indicators focus on pairwise encounters between ships using critical values, without addressing the complexity of multi-ship encounters. However, beyond multi-ship interactions, the behaviour complexity of the own ship (OS), from the Officer on Watch (OOW)'s perspective, is also vital. This paper introduces a concept of ship behaviour complexity and develops an analytical framework. A multi-layer network is constructed to evaluate ship behaviour complexity based on traffic situation factors. The Shapley value method from cooperative game theory is employed to evaluate this complexity from the OOW's viewpoint, helping OOWs understand the contributions of various factors and implement suitable control measures. Case studies validate the feasibility of the proposed method, which enhances OOW decision-making and reduces collision risks. The results demonstrate the method's potential for improving OOW performance and aiding autonomous ships in navigation.
