In this century, the space sector has undergone several transformations, with an increasing number of state and private actors. Government and organizations have been implementing programs with a large number of missions, demanding innovative organizational skills and frameworks for the management of project portfolios. This paper focuses on the organization and portfolio management of government or national space programs. We propose a portfolio management framework for a government space program, which encompasses the following elements: (a) the institutional structure of a national space program, with the definition of main institutional actors and their functions; (b) the formulation of a national space policy interconnected with other state policies; (c) the proposition and setting up of a strategy for the execution of a space policy; and (d) the proposition and management of a portfolio of projects aligned with the strategic objectives of the program. Essentially, the framework entails different layers of management, beginning with the institutional organization of the space program, followed by the interpretation of national interests in terms of a space policy, and ending with the selection of projects that best suit the nation's interests and needs. The use of the framework may provide gains in the management and communication of national space programs.
