This paper presents an application of decision theory to the layout design problem. Both the quantitative and qualitative aspects of the problem are considered. The approach is to utilize measurement results in defining a multicriteria objective function for layout evaluation. This objective function is used in the context of a heuristic algorithm for generating a layout. The algorithm is embedded in a software package. The effectiveness of using a multicriteria objective function is demonstrated using the proposed algorithm on a ten-department problem.
