• The concept of ship arena is introduced for the latest boundary of collision avoidance actions to prevent the infringement on the ship domain. • A potential collision risk detection algorithm is proposed based on VO and dead-reckoning. • Ship arena generation is realized according to a given encounter scenario considering ship maneuverability. • The proposed method can robustly determine the ship maneuvering timing and supporting decision-making process.
