• An SGP-VE is proposed to generate more effective PRs for SRCPSP. • A novel framework is described to achieve evolution PR with considering different distributions. • A surrogate with random sampling is constructed quickly and accurately evaluate generated PRs. • A non-precedence generation method is designed to provide decision situation inputs.
