• The proposed framework achieved a mean structural similarity above 0.81 and PSNR above 74 for all synthesized b-values and organs. • Synthetic apparent diffusion coefficient values showed mean differences less than 0.02 from real values, with no significant group differences (all p > 0.05). • For unseen b-values, up to 75% of synthesized images were rated excellent by radiologists, with intraclass correlation coefficients exceeding 0.92.
