Despite that range gate pull-off (RGPO) jamming imposes a great damage on radar tracking, few studies regarding countering RGPO jamming in target tracking stage have been reported. In response to this problem, we propose an anti-RGPO-jamming method for robust multitarget tracking. First, based upon the pulling-off characteristics of RGPO jamming, a four-dimensional CFAR detector is designed to optimize the detection capability of true targets and adjacent jamming. Second, the cost function of multiscan measurement association is constructed to perceive RGPO jamming, and the jamming measurement sequence can be obtained by minimizing the association cost. Third, we design an anti-RGPO-jamming high-order multiple-model generalized labeled multi-Bernoulli filter based on high-order Markov chain and the above association results, which is capable of tracking maneuvering targets and recognizing RGPO jamming simultaneously. Simulation results suggest that the proposal exhibits competitiveness in multitarget tracking under complicated jamming scenarios, particularly in robustness and accuracy in contrast to existing approaches.
