• Introduces a bi-objective TAM-MPMOS model balancing total generated energy and marine space use. • Defines the Marine Space Utilization Rate (MSUR) to quantify spatial efficiency in turbine arrays. • Develops an Adaptive Lévy-flight Chaotic PSO (ALCPSO) to improve global search and convergence accuracy. • Proposed method achieves 36.53% higher total generated energy and a 33.56% reduction in centroid distance compared to staggered layouts. • Demonstrates better solution stability and computational efficiency than benchmark algorithms.
