• An amorphous Co(II)-BDC coordination polymer with ultralow surface area is synthesized. • It exhibits superior catalytic activity in PMS-activated oxidative desulfurization. • Strong PMS chemisorption and electronic modulation of Co-centers contribute to the exceptional activity. • Kinetic analysis reveals a consecutive reaction pathway with a rate-determining deep oxidation step.
