A ANTICIPATING SUBSTANTIAL growth of renewable variable generation such as wind and solar resources, the planning and operating committees of the North American Electric Reliability Corporation (NERC) created the Integration of Variable Generation Task Force (IVGTF) in 2008. This group was charged with preparing a report to: 1) raise industry awareness and understanding of variable generation's characteristics, as well as system planning and operational challenges 2) investigate high-level shortcomings of existing approaches used by system planners and operators and the need for new approaches to plan, design, and operate the power system 3) broadly assess NERC's reliability standards to identify possible gaps and requirements to ensure bulk power system reliability. As a result of these efforts, in April 2009 NERC issued a report authored by the IVGTF participants titled Accommodating High Levels of Variable Generation. This initial report outlined a detailed work plan that required ongoing investigation. The task force's continued deliberations have resulted in additional reports that document the state of the art of variable generation integration and make recommendations for the changes in planning and operations required to maintain bulk power system reliability.
