• Public willingness to participate (WTP) in marine litter governance is analyzed. • Internal factors (motivation, opportunity, and ability) directly influence WTP. • External factors mostly influence WTP indirectly through internal factors. • Three configuration types leading to a high level of WTP are identified. • A high level of WTP is shaped by the synergy of internal and external factors.
