Blockchain Technology (BT) has appeared as a powerful instrument for improving government programmes and services through increasing accountability, security of data and overall efficiencies. Blockchain adoption (BA) has barriers such as legal challenges, unequal resource distribution and a lack of employee engagement and training. A convergent parallel mixed-methods design was employed, involving a total of 300 blockchain practitioners in China (256 valid) and 35 semi-structured interviews. Quantitative data were analysed using Statistical Package for Social Sciences (SPSS) 27, and qualitative data were described and thematically coded in NVivo 12. The main findings determined four benefits of BT adoption: improved transparency and responsibility, improved data security, more equitable distribution of resources and reduced costs for governments. However, legal challenges and minimal employee training or engagement were significant hindrances. Interview responses considered advantages such as real-time auditing, more protection, involving communities that are underrepresented, and providing more equitable access to government services. This research helped fill a gap in the literature by expanding BA studies to the Chinese governance context and provided applicable strategies, policy implications and recommendations for sustainable and effective needs-driven approaches depending on the implementation of BT.
