• Boron doping tuned the electronic structure of Ce2Mo4O15. • Boron doping suppressed competing hydrogen evolution during urea synthesis. • Boron doping enhanced adsorption and activation of carbon dioxide and nitrogen. • Ce2Mo4O15-B1.0 achieved 41.43% Faradaic efficiency for urea formation. • Ce2Mo4O15-B1.0 showed good stability in urea electrosynthesis.
