Can digital technologies reduce disaster-affected grain-sown area? Empirical evidence based on provincial panel data

Amid frequent natural disasters and growing uncertainty in global food production; clarifying the role of digital technology in reducing disaster-affected grain-sown area is crucial for ensuring an effective food supply. This study employed panel data from 31 Chinese provinces (excluding Hong Kong; Macao; and Taiwan) spanning 2012–2023 to construct indicators for digital technology and disaster-affected grain-sown area. An empirical analysis was conducted to examine the impact of digital technology on disaster-affected grain-sown area and its underlying mechanisms. The key findings were as follows: (1) Digital technology significantly reduced disaster-affected grain-sown area; a conclusion that remained consistent after a series of sensitivity tests. (2) The inhibitory effect of digital technology on disaster-affected grain-sown area exhibited significant regional heterogeneity. Specifically; the effect was pronounced in non-major grain-producing areas and provinces with high levels of agricultural informatization. No statistical significance was observed in major grain-producing areas and provinces with low levels of agricultural informatization. (3) Mechanistic analysis revealed that digital technology indirectly reduced disaster-affected grain-sown area by enhancing the level of agricultural socialized services. (4) The level of agricultural mechanization positively moderated the effect of digital technology in reducing disaster-affected grain-sown area. To strengthen the role of digital technology in disaster prevention and mitigation; this paper proposes policy recommendations in three areas: improving digital disaster-reduction pathways; promoting the coordinated development of agricultural mechanization and digital technology; and implementing differentiated support policies.
