• The Ce-Mn@SiO2 catalyst exhibited excellent low-temperature deNOx activity. • The superior SO2 resistance of Ce-Mn@SiO2 catalyst was investigated. • Doping Ce increased the proportion of high-valence Mn species and enhanced redox properties. • The NH3-SCR reaction mechanism and SO2 poisoning mechanism were investigated.
