• Ultra-thin NiFeCr alloy thin films were integrated onto nickel fiber felt using the magnetron sputtering method. • Electrochemical Cr oxidation-dissolution promotes the transformation of alloy films to highly active Cr doped NiFeOxHy. • Cr-NiFeOxHy exhibits an overpotential of only 233 mV at 10 mA cm−2 and stable operation for over 480 h at 500 mA cm−2. • In situ Raman spectroscopy is used to detect the structural changes of the catalyst. • DFT calculations reveal that Cr doping increases carrier concentration and conductivity, lowers the d‐band center.
