Reliability of transportation information is key to public transit reliability. Travel time information, variable and positively skewed with a long tail, significantly influences travel decisions. To identify suitable travel time reliability (TTR) measures for public dissemination, we conduct a comparative analysis based on four dimensions: information complexity, intuitiveness, objectivity, and credibility. This framework systematically evaluates existing TTR measures for their suitability in providing public-facing information. Subsequently, a traveler satisfaction survey is designed to empirically assess the effectiveness of the selected measures from the end-user perspective. The survey employs a between-subject design with randomly generated scenarios incorporating key factors: travel time variance level (high/low), travel purpose (commuting/leisure), information measure (conventional expected travel time (E(T)) vs. tail-emphasizing measure of conservative expected travel time with multiple cut points (MCET)), and traveler gender. Participants rated their satisfaction with the provided travel time information (on a 10-point Likert scale) against randomly generated actual travel times reflecting different uncertainty levels. Analyses of 480 valid responses (descriptive statistics, main effects, interaction effects, simple effects) reveal that travel purpose significantly affects satisfaction: for commuting under high uncertainty, travelers express significantly higher satisfaction with MCET (which accounts for the distribution tail) compared to E(T). Travelers also show varying satisfaction levels with different measurement forms. These findings demonstrate that incorporating travel time’s positive skew and long-tail characteristics enhances information effectiveness, providing theoretical and empirical support for optimizing public TTR information provision.
