• Fabricated a novel CNT catalyst with Ru,Ni nanoparticles encapsulated inside and CeO2/RuO2 heterojunctions outside. • Achieved lower OER/HER overpotentials of 163.9/105.8 mV at 10 mA cm−2 in 0.5 M H2SO4 electrolyte. • Interfacial electron transfer of CeO2/RuO2 heterojunction effectively inhibits Ru overoxidation and dissolution. • Exhibits outstanding bifunctional electrocatalytic performance in both acidic and alkaline water splitting.
