• An ESS multi-time-scale control operation model is constructed to coordinate participate in PFM-PFR hybrid scenarios. • The mitigation algorithm based on AZPF is proposed to reduce the phase lag and ESS additional power. • The collaborative method featuring the complementation of VDC and VIC considering regional frequency recovery is proposed. • An adaptive ESS capacity configuration model is constructed, which accounts for variations in RES penetration rate.
